The Non-State Schools Accreditation Board (NSSAB/the Board) uses the data you provide in the School Survey Data for Non-State Schools — Queensland 2024 to help carry out its statutory functions. The Queensland Department of Education also uses this data when assessing the entitlement of allowances distributed to governing bodies of non-state schools on behalf of the Queensland Minister for Education.
Please complete this form to capture the data as at Friday, 23 February 2024 (Census Day) using the Instructions for completing School Survey Data for Non-State Schools — Queensland 2024 available at www.nssab.qld.edu.au/Census/index.php.
You will need to submit this completed form no later than Friday, 1 March 2024.
The information you provide in this form will be validated and may be subject to enrolment verification by nssab.
Please note that you do not need to complete the Census form all at once. The form automatically saves your data as you work your way through it. This means you can log out at any stage, come back and log in later, then continue to amend your Census form as needed, until you have completed all required sections and clicked on the Submit the completed Census form button. Once you've submitted the completed Census form, however, you won't be able to make any further changes unless the NSSAB Secretariat contacts you and asks you to.
If you find an error in your submission, please contact the NSSAB Secretariat as soon as you can.
The Census form will display only those questions that you must complete based on other relevant information about the school and site (including information you provide and information that's otherwise attributed to the school).
The Census collects relevant data so the Queensland Minister for Education can pay allowances to non-state schools under the Education (General Provisions) Act 2006.
The Education (Accreditation of Non-State Schools) Act 2017 also requires the governing body of an accredited school to give school Census data to NSSAB.
Certain data collected in this Census is called 'personal information' according to the definition in the Information Privacy Act 2009 (Qld) that deals with the Queensland public service's fair collection and handling of this kind of information. Certain data collected in this Census may be shared with the following people and entities:
Certain information collected in this Census may also be published on NSSAB's website and under Open Data (data.qld.gov.au) if it's suitable for release. In other instances, the information collected in this Census can be disclosed without further consent where it's authorised or required by law to do so.
Your school or governing body must retain all enrolment, attendance and related documentation that you use to complete this data collection for a period of five years from Census Day and in a way that ensures the integrity and security of the data and documents.
When you submit this form, a link to a short Census feedback survey will appear straight afterwards. NSSAB uses the information it collects in this survey to improve and refine the Census from a user perspective. All responses will remain anonymous.
If you have any questions about completing this data collection, please contact the Board Secretariat by telephone on (07) 3513 6773 or email at nssab.admin@qed.qld.gov.au.
Check the details below as they appear on the Register of non-state schools as administered by the Board. If any of the details are incorrect, please contact the NSSAB Secretariat.

Please provide details of the contact person for enquiries about this data.
When you enter the date below, the form will calculate the relevant period for your school.
Relevant period, for a school, means the period—
(a) starting on the first day that students are supposed to attend the school in a calendar year, and
(b) ending on the relevant day for the year.
The relevant day is the last Friday in February of each year as per the Education (Accreditation of Non-State Schools) Regulation 2017, Part 4.
Please select below the type(s) of students at the site. Once you have made your selection, the relevant parts of the form will appear so you can complete them. Refer to the instructions for further information and to identify which students meet the qualifying criteria for each type.
Once you have completed the section on Overseas students, DO NOT include these students in any other place in this Census form.
An overseas student holds, or is included in, a visa that permits the visa holder to travel to Australia for the purpose of undertaking a course provided by an educational establishment. Refer to the instructions for a full definition of Overseas students.
Schools with overseas students on a subclass 500 visa, or a subclass 571 visa issued before 1 July 2016, are required to be registered as a provider of courses for overseas students on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). A dependant under another family member's student visa is not restricted to CRICOS-registered non-state schools.

A full-time student satisfies the student definition and undertakes a workload equivalent to, or greater than, that usually undertaken by a student of the same year. This definition relates to workload and not to enrolment. A full-time student has a Full Time Equivalent (FTE) of 1.0. Refer to the instructions for a full definition of Full-time students.
Only full-time students — or in the case of accredited schools of distance education, students undertaking a full-time course and receiving a full service delivery — should be included in this section.
Full-time students must attend school for at least 11 days in the relevant period (RP) to be included in the Census. The RP is the number of school days between the first day of the school year and Census Day. If a student attended less than 11 days, they may still be eligible to be included in the Census if the 'Beyond the control of' test has been applied. For these students, complete the table below to see if they are eligible.
For further details, refer to Full-time students who did not attend the school during the relevant period for the school for at least 11 days of the program or course of study in which they are enrolled in the instructions.
To work out whether they are eligible to be included in the full-time count of the Census, enter each full-time student below who did not attend the school during the relevant period for at least 11 days of the program or course of study in which the student is enrolled.
Regardless of whether a student is eligible or not, you will need to provide reasons for all absences — up to three 'beyond the control' and/or three 'within the control' of the parent/guardian (or independent student).
Late enrolment: If a student enrolled late, the days that the student was not enrolled will be counted as absent days. Whether these days can be counted as days absent that are beyond or within the control depends on why the student enrolled late. Late enrolment does not necessarily mean that a student's absence was beyond the control. You should query the reason for their late enrolment and assess whether it was beyond or within the control of the parent/guardian (or independent student). Refer to Appendix 2 for further guidance on attendance requirements.

Include in the table/s below only those students where the column Eligible for inclusion as a full-time student = "Yes" in the table above (Full-time students who did not attend the school during the relevant period for the school for at least 11 days of the program or course of study in which they are enrolled).
Enter all eligible full-time students (including the "Yes" students from the table above) in the table/s below — Eligible primary / secondary full-time students — as per their enrolled year of schooling.
If there are students with special needs (ESL, Indigenous) or students from isolated zones who attend the school full time, make sure you've selected the appropriate category (or categories) in Student profile and that you complete the relevant fields below. Refer to the instructions to read more about the qualifying criteria for Students with special needs.
These students can be counted more than once across the ESL / Indigenous / Isolation (Remote) / Isolation (Very Remote) / Boarding fields. They are not separated by gender. For details on determining student isolation, refer to Students from isolated zones in the instructions.
Note: For verification purposes, you should retain all enrolment, attendance and related documentation that you use when completing this Census form for a period of five years from Census Day, and in a way that ensures the integrity and security of the data and documents.

A part-time student satisfies the student definition but undertakes a workload less than what a full-time student (as determined by the school) would usually undertake for that year. A part-time student has an FTE of less than 1.0. Refer to the instructions for a full definition of Part-time students.
The reference period for determining the full-time equivalent (FTE) of a student consists of five continuous school days within the relevant period (that is, between the first day of school and Census Day).
Part-time students must attend school for at least the minimum period part-time (MPP) to be included in the Census. If a student attended less than the MPP, they may still be eligible to be included in the Census if the 'Beyond the control of' test has been applied. For these students, complete the table below to see if they are eligible. For further details, refer to Part-time students who did not attend the school during the relevant period for at least the minimum period part-time (MPP) of the program or course of study in which they are enrolled in the instructions.
To work out whether they are eligible to be included in the part-time count of the Census, enter each part-time student below who did not attend the school during the relevant period for the minimum period part-time of the program or course of study in which the student is enrolled.
If you are unsure about the MPP, this will be automatically calculated once you have entered the number of days the part-time student is enrolled at the school.
Part-time days (PTD) — The number of days the student is enrolled to attend the school on a part-time basis during the RP
For example, Ella, a part-time student, is enrolled to attend school Monday to Wednesday of each week. Relevant period commenced on Monday 22 January 2024, so the PTD for Ella is 14.
Minimum Period Part-time (MPP) — This is calculated using the formula: MPP = PTD x 11 / RP
For example, as calculated above, the PTD for Ella is 14. The RP for her school is 24. MPP = 14 days x (11/24) = 6.42 days — rounded up to 7 days.
In the table/s below (Eligible primary / secondary part-time students), include those students where the column Eligible for inclusion as a part-time student = "Yes" in the table above (Part-time students who did not attend the school during the relevant period for at least the Minimum Period Part-time (MPP) of the program or course of study in which they are enrolled).
Enter each eligible part-time student individually (including the "Yes" students from the table above) according to year level, gender, number of hours attended during the reference period by the part-time student and the number of hours attended during the reference period by a full-time student in the same or equivalent year level at the school.
If there are students with special needs (ESL, Indigenous) or students from isolated zones who attend on a part-time basis at the school, make sure that you've selected the appropriate category (or categories) in Student profile and that you complete the relevant fields below.
For students with disability who attend more than one educational setting, you must record the accurate proportion of the week that the student attends your school.
Note: For verification purposes, you must retain all enrolment, attendance and related documentation that you use when completing this Census form for a period of five years from Census Day, and in a way that ensures the integrity and security of the data and documents.

Hours attending — Hours attending during five continuous school days within the RP.
For example, if a student attends 4 days per week Monday to Thursday 6 hours per day, hours attending is 24.
Hours full-time — Hours normally attended by a full-time student during five continuous school days within the RP. For example, if a student attends 6 hours per day in any 5 continuous school-day period during the RP, the full-time hours are 30.

Only non-state schools accredited to enrol boarding students, and which are eligible for funding for boarding, should complete this section.
Use only data from 2023 throughout this section on boarding fee concessions. It is the most recent data on the pattern of boarding fee concessions for a full year. You should round all money amounts to the nearest dollar.
The general aim of collecting this information is to give more assistance to schools who are giving concessions for reasons of economic hardship, as well as providing compensation for loss of income incurred through non-collection of fees (bad debts).
You must not include concessions for other reasons. For example, schools may give concessions for church membership, for students who are children of staff members, or as sporting or academic scholarships. You should not include these unless there is also economic hardship.

The Education (Accreditation of Non-State Schools) Regulation 2017), section 5, states that:
Schools should implement appropriate systems, policies and procedures to collect accurate information so they can correctly complete the Census. Please provide information below regarding the school's enrolment and record-keeping processes.
Please note: only questions that apply to the choice you make in the box immediately following will display on the form below.
You must check all items on this page, including those where you have not recorded any enrolments.
Checking these boxes verifies that you have carefully checked school records to determine whether or not you have enrolments in all needs categories.
The information you provide in this Census form will be validated and may be subject to enrolment verification by the Board. Please verify the following, including those where no enrolments are recorded:
Overseas students are included ONLY in the Overseas students section. Students are recorded on the Commonwealth's Provider Registration and International Students Management System (PRISMS) and, if applicable, the school is registered as a provider of courses for overseas students on the Commonwealth Register of Institutions and Courses for Overseas students (CRICOS). The school/governing body will retain appropriate documentation for a period of five years from Census Day.
Students on visitor visas, bridging visas with study limitations or no visa, are included ONLY in the Students on visitor visas, bridging visas with study limitations or no visa section. These include all students who are on a temporary visa that imposes a study limit other than a student visa. The school/governing body will retain appropriate documentation for a period of five years from Census Day.
Full-time students are those who meet the Student Definition as per the instructions. Any students who have attended the school for less than 11 days from the commencement of the school year up to Census Day have met the criteria outlined in Appendix 2 of the instructions. The school/governing body will retain relevant documentation for a period of five years from Census Day, explaining any absences and confirming that these absences were beyond the control of the students' parents or guardians, or, if they are living independently, beyond the control of the students.
Part-time students are those who meet the Student Definition as per the instructions. Any students who have attended the school for less than the minimum period part-time for their educational program or course of study have met the criteria outlined in Appendix 2 of the instructions. The school/governing body will retain relevant documentation for a period of five years from Census Day, explaining any absences and confirming that these absences were beyond the control of the students' parents or guardians, or, if they are living independently, beyond the control of the students.
Distance education students have complied with the school's requirements about communicating with or contacting the school for the purpose of participating in the program. The students are completing the assigned work for the program. The school/governing body will retain appropriate documentation for a period of five years from Census Day.
ESL students are those students who, in the opinion of the principal, require ESL assistance. The school/governing body will retain documentation relating to the decision, and substantiating reasons, for a period of five years from Census Day.
Indigenous students are those students who have self-identified as Indigenous or parental advice has been sought to determine Indigenous status. The school/governing body will retain appropriate documentation for a period of five years from Census Day.
Student isolation has been ascertained in accordance with the Map of student isolation areas. The school/governing body will retain appropriate documentation for a period of five years from Census Day.
Boarding students attend school at the approved location and are accommodated at residential facilities administered by the school, or at another school approved by the Board. The school/governing body will retain appropriate documentation for a period of five years from Census Day.
